Part 1: Public sector funding constraints – third sector funding
Widespread cuts in third sector funding are already taking place in England, and more are expected next year. This session will consider how the Welsh Assembly Government will decide its budget for 2011/12, and the implication for its direct funding for the sector, and funding from local government, health and other bodies.
There is a commitment by the Welsh Assembly Government to send a Welsh Minister or senior civil servant to provide their input. There will be a chance to discuss, in smaller groups, what is happening and the priorities for organisations. Some County Voluntary Councils will be present to comment on what is happening in their area.
Part 2: Making the Work Programme work in Wales
The Work Programme is the UK government’s new approach to delivering employment related support services and will replace support provided through Flexible New Deal and Pathways to Work. The Work Programme Framework should be in place by the end of the year and the DWP plans to have the Work Programme operational by the summer of 2011. This session will debate what this means for Wales and consider how the third sector can be involved.
There will be an overview of the programme and the view from the third sector from WCVA. SERCO, a lead bidder will provide a view of the challenges of delivery and engagement with the third sector. 3SC will provide input on creating and managing consortia to effectively deliver the Work Programme in Wales. There will also be a chance to attend workshops on how to make the Work Programme third sector friendly, or the benefits of third sector approaches.
